Risk notes
Homeland Security — highest CR-delay risk. DHS took a dedicated 52-day partial funding lapse in FY26 (Feb 14–Apr 2026) over ICE/CBP policy riders, separate from the two government-wide shutdowns this Congress. The same dynamic could again delay this bill or get it excluded from a global CR.
Defense — chronically late, reconciliation shortfall. DOD has started only 6 of the last 27 fiscal years with full-year appropriations in place (last time: FY2019). FY27 risk is compounded by a reconciliation shortfall: the administration requested $350B in mandatory defense funding via reconciliation, but House/Senate budget resolutions allocated only $60B, threatening programs like Golden Dome missile defense ($17.1B of its $17.9B request depends on that funding) — plus a contested $70B supplemental request Democrats oppose.
