Where things stand

The continuing resolution (H.R. 6500 / P.L. 119-103), signed into law September 2, remains the operative funding law through December 11, 2026, having closed out the shutdown threat that would otherwise have hit September 30. House Appropriations completed all 12 committee markups back in June, and three bills have passed the House floor. The Senate Appropriations Committee still has not held a subcommittee or full-committee markup on any of the 12 FY2027 bills — progress remains stalled over the defense vs. non-defense topline spending split between Chair Collins and Ranking Member Murray, a dispute that has persisted even after the CR removed the near-term shutdown pressure.

On the defense side specifically, DOD’s FY2027 bill remains in House committee status; the House Defense Subcommittee held a field hearing on the defense industrial base and shipbuilding workforce on September 4. The bill also carries reconciliation-shortfall risk — the administration requested $350B in mandatory defense funding via reconciliation, but House/Senate budget resolutions allocated only $60B, which threatens programs like Golden Dome missile defense.
