September 14, 2026, 6:05 AM ET — daily FY2027 appropriations digest.
What’s new
- Sept. 10: The House Appropriations Defense Subcommittee held a bipartisan field hearing on industrial-base and skilled-trades workforce development at College of the Canyons in Santa Clarita, CA. HII Executive Vice President Eric Chewning testified that shipyard throughput rose 14% in 2025, with roughly 40 ships in active construction or modernization across the Ingalls and Newport News yards. A War Department industrial-base policy official warned that competitors “can outbuild us in many of the most important weapons of modern war.” No FY2027 funding levels were disclosed. This doesn’t change any bill’s status, but it’s directly relevant to HII’s shipbuilding outlook. (House Appropriations Committee)
- Sept. 13: The Washington Times reported that Congress is punting resolution of the roughly $200B Iran-war defense supplemental funding gap until after the November midterms. The Pentagon’s ask has grown well beyond the $87.6B the White House sought in June (DOD had put the war’s running cost at $37.5B as of July 21), and at least one House Republican has publicly rejected the larger figure. This is a reconciliation/supplemental financing question layered on top of — not a change to — the regular FY2027 Defense appropriations bill, which remains stalled in House committee with no Senate action.
