FY27 Budget Watch: Senate markups pushed past the midterms

September 17, 2026, 6:04 AM ET — daily digest.

What’s new

  • Senate markups pushed past the midterms: Roll Call’s CQ Budget podcast, “Winter funding fight brewing” (Sept. 15), reports Senate Appropriations Chair Susan Collins is not expected to release or mark up any FY2027 spending bills until after the November midterm elections. That pushes the whole Senate side of the FY2027 process — and the unresolved defense/non-defense topline dispute with Ranking Member Murray — into the post-election lame-duck session, with the Dec. 11 CR deadline as the forcing event. No change to bill-status counts. (Roll Call)
  • FAA oversight hearing (Sept. 15): The House Appropriations Transportation-HUD Subcommittee held a hearing, “Keeping America’s Skies Safe,” on FAA safety, workforce, and modernization — controller staffing shortfalls, drone-threat coordination, and grant eligibility for military-affiliated airports. Not a markup; no change to the Transportation-HUD bill’s status. (House Appropriations Committee)
