FY27 Budget Watch: No Material Change, 76 Days to the Dec. 11 Deadline

September 26, 2026 — Daily digest

No material developments in the FY2027 federal budget, government shutdown risk, or continuing-resolution picture since the last check (September 25, 11:14 PM ET). This is the daily rebuild post — the underlying data hasn’t moved, but here’s the current snapshot and a recap of what’s driving the calendar right now.

Status snapshot

  • 0 / 12 bills enacted
  • 3 / 12 bills House-passed (Military Construction-VA, Agriculture, State-Foreign Operations)
  • 0 / 12 bills Senate-passed (no Senate markups yet on any bill)
  • Shutdown risk: Low — government funded under a CR through December 11, 2026 (76 days remaining)

Why things are quiet

The Senate Appropriations Committee has not held a subcommittee or full-committee markup on any of the 12 FY2027 bills. Progress remains stalled over the defense vs. non-defense topline spending split between Chair Susan Collins and Ranking Member Patty Murray. Roll Call’s CQ Budget podcast (Sept. 15) reported Collins isn’t expected to release or mark up any FY2027 spending bills until after the November midterm elections — pushing the Senate process, and likely the final FY2027 funding resolution, into the post-election lame-duck session ahead of the Dec. 11 deadline.

On the Defense bill specifically: the Washington Times reported (Sept. 13) that Congress is punting resolution of a roughly $200B Iran-war supplemental funding gap until after the midterms, layered on top of a separate $350B reconciliation shortfall tied to programs like Golden Dome missile defense. At a Sept. 10 House Appropriations Defense Subcommittee field hearing, HII Executive VP Eric Chewning testified that 2025 shipyard throughput rose 14%, with roughly 40 ships in active construction or modernization across the Ingalls and Newport News yards.
