What’s new
- OMB submits an $810M “pocket rescission” (Sept. 26). The White House sent Congress a package cancelling $810M in already-appropriated FY2026 funds just five days before the fiscal year ends — too close to the deadline for the required 45-day congressional review, so the money lapses without a vote. The largest piece, $567M, comes from HHS refugee and asylum-seeker resettlement programs; other cuts hit DHS migrant services, Education Department migrant-student programs, DOJ community-relations grants, and HUD/MBDA minority-business and housing-counseling funds. Senate Appropriations Chair Susan Collins (R-Maine) called it a “clear violation” of Congress’s constitutional spending power; Ranking Member Patty Murray (D-Wash.) called it “theft from the American people.” NBC News · TIME
- No FY2027 bill-status changes. The House and Senate Appropriations Committees have taken no new markup or floor action on any of the 12 regular FY2027 bills since the last check. The Senate still has not marked up a single FY2027 bill, and Chair Collins isn’t expected to until after the November midterms.
This rescission fight is over already-enacted FY2026 money, not a change to any FY2027 bill — but it’s the same executive-vs-Congress power-of-the-purse dispute that’s driving the FY2027 topline standoff between the House and Senate, so it’s worth watching as Congress heads toward the Dec. 11 CR deadline.
