FY27 Budget Watch: Democrats signal a short CR as Dec. 11 deadline nears (Nov. 6, 2026)

Daily digest for November 6, 2026. Congress returns Monday, Nov. 9, with 35 days until current funding runs out on Dec. 11.

What’s new

  • Democrats reportedly want only a short CR. Citing House sources, The American Prospect reports Democrats will agree to a brief stopgap of two or three months at most, since they expect more leverage in the new Congress. Rosa DeLauro (D-CT) is set to chair House Appropriations. Congress has about 20 legislative days before the Christmas adjournment. (The American Prospect, Nov. 5)
  • Defense request split, unlikely to pass in full. The same report says the Pentagon’s $1.5T FY27 request has been split into $1.15T and a more urgent $350B, with “about zero chance” Congress funds the full amount.
  • The lame-duck pile-up. CRFB lists what’s riding on the Dec. 11 deadline: a roughly $70B defense supplemental, the $350B defense reconciliation ask, highway authorizations (which also expire Dec. 11), the NDAA, farm bill, health extenders, and a possible debt-limit increase. CRFB estimates these could add $200–265B to deficits if temporary. (CRFB, Nov. 3)
